**JOB SUMMARY:**

• The Firefighter / Driver-Operator (D/O) is responsible for responding to and mitigating fire, medical, rescue, and hazardous materials emergencies. This position includes driving and operating fire apparatus, performing fire suppression, rescue, and emergency medical tasks, and participating in fire prevention and public education activities. The role ensures the readiness of all assigned apparatus, equipment, and personnel while adhering to NFPA, DoD, and organizational standards

**DESCRIPTION OF JOB TASKS AND RESPONSIBILITIES**:

**Emergency Response & Fire Suppression**

• Respond to structural, aircraft, wildland, shipboard, and vehicle fires, hazardous material incidents, and medical emergencies.
• Drive and operate fire apparatus (pumper, ARFF, water tender, ladder truck) following NAVFAC P-300 and OPNAVINST 5100.12 requirements.
• Perform fire suppression, rescue operations, forcible entry, ventilation, salvage, and overhaul.
• Conduct hydraulic calculations and apply proper pump operations during fireground activities.
• Administer emergency medical care as an Emergency Medical Responder (EMR) or Technician (EMT) following department SOPs.
• Participate in standby operations for aircraft landing/takeoff, pier standby, and shipboard fire protection

**Apparatus & Equipment Maintenance**

• Conduct daily, weekly, and monthly inspections of fire apparatus and equipment to ensure operational readiness.
• Perform operator-level preventive maintenance, document deficiencies, and coordinate corrective maintenance.
• Maintain inventory of tools, equipment, and supplies on apparatus.

**Fire Prevention & Training**

• Participate in fire inspections, pre-incident planning, and life-safety surveys to identify and correct hazards.
• Assist in delivering fire prevention education and training to personnel and the public.
• Participate in fire department drills, live-fire exercises, and annual skills evaluations.

**Administrative & Compliance Duties**

• Maintain accurate records of emergency responses, training, inspections, and apparatus status.
• Operate fire alarm receiving equipment and two-way radio systems in compliance with SOPs.
• Support department compliance with organizational metrics and contract requirements.
• Communicate effectively and professionally with team members, leadership, and external stakeholders.

**Other duties**

• Perform additional assignments as directed by the Crew Chief, Station Chief, or Command Staff.
• Support continuous improvement initiatives and promote a positive safety culture.

**BASIC JOB QUALIFICATIONS:** (Knowledge, Skills, and Abilities (KSAs)

• Must pass the Candidate Physical Agility Test (CPAT) annually and participate in the DoDI 6055.06 Physical Fitness Program.
• Must hold and maintain licensing in accordance with NAVFAC P-300, OPNAVINST 5100.12.
• Must be certified in the Emergency Vehicle Operator Course (EVOC) and Airfield Vehicle Operator Course (AVOC) and obtain a government driver’s license.
• Demonstrated ability to apply firefighter knowledge and skills in compliance with NFPA and DoD standards.
• Ability to operate under high-stress, hazardous conditions while wearing full PPE and SCBA.
• Strong interpersonal, communication, and teamwork skills with the ability to interact with multinational staff and military officials.
• Computer literacy with Microsoft Office Suite (Word, Excel, Outlook) for reporting and documentation.
• Must pass annual Occupational Health Exam and SCBA Fit Testing IAW NFPA 1500, 1582, and 1583.
• Must pass overseas medical screening and be in good health.
• Must be CAC-eligible and able to obtain and maintain a Common Access Card (CAC)

**JOB SPECIFICATIONS: SPECIAL CERTIFICATIONS OR TRAINING**

Must meet DoD Fire & Emergency Services (F&ES) Minimum Qualification Standards and contract requirements:

• DoD/IFSAC/Pro Board: Firefighter I & II
• DoD/IFSAC/Pro Board: Airport Firefighter
• DoD/IFSAC/Pro Board: Driver/Operator – ARFF, Pumper
• DoD/IFSAC/Pro Board: HAZMAT Awareness & HAZMAT Operations (with Mission-Specific Competencies, PPE, and Product Control)
• Adult First Aid / CPR / AED (American Red Cross or equivalent)
• Emergency Management Institute (FEMA): IS-100, IS-200, IS-300, IS-400, IS-700, IS-800
• National Registry EMR/EMT (or acceptable DoD equivalent)

**Recommended additional certifications:**

• Driver/Operator – Mobile Water Supply (Tanker) (IFSAC/Pro Board)
• Driver/Operator – Aerial Apparatus (IFSAC/Pro Board)

**EDUCATION:**

• High school diploma required.
• Associate or bachelor’s degree in Fire Science, Emergency Management, or a related field preferred

**JOB SUMMARY:**

• The Power Plant Control Technician is responsible for overseeing the safe, efficient, reliable operation and maintenance of all power generation systems, including generators, switchgear, and fuel storage facilities. This position provides technical leadership to a team of operators and maintenance personnel, ensuring compliance with safety, environmental, and regulatory standards. The incumbent manages all controls, instrumentation and provides expert technical guidance on instrumentation systems to ensure uninterrupted power generation operations.

• Generator equipment is in two classes. One set from Woodward Singapore is 1MW generators and the second is Hawthrone USA for Caterpillar 4MW generators with manufacture provided controls. Integrated collection of real-time operations are displayed on SCADA monitors. Incumbent will be considered Subject Matter Expert for controls and display systems including work with manufacturers for upgrades and problem resolution

**ROLES AND RESPONSIBILITIES**:

• Coordinate with Supervisors on all electrical power generation operations and maintenance activities in compliance with applicable standards and safety regulations.
• Provide technical oversight for the inspection of all instrumentation, controls, troubleshooting, repair, and maintenance of generators, switchgear, fuel systems, and related equipment.
• Conduct a series of Preventative Maintenance procedures to ensure controls and displays are working within technical standards.
• Lead and mentor power plant personnel, ensuring adherence to established records, programs and reports to ensure full documentation of power plant operations and maintenance and accurate deliverables.
• Monitor system performance, identify operational risks, and implement corrective measures to enhance reliability and efficiency to all controls and instruments including any firmware upgrades.
• Ensure compliance with OSHA, NFPA, NEC, and environmental standards related to power generation and distribution.
• Coordinate with engineering, logistics, and procurement teams to ensure control drawings are up-to-date and availability of spare parts, tools, and materials including logs of on-island critical spares and MRNs for all components.
• Participate in standby/on-call rotations as required to support continuous operations.
• Observe and follow all safety rules and procedures, including wearing required personal safety equipment

**BASIC JOB QUALIFICATIONS:** (Knowledge, Skills, and Abilities (KSAs)

• Comprehensive understanding of power generation systems, including operation, maintenance, and troubleshooting of diesel-driven generators (1,000–4,400 kW).
• Strong knowledge of electrical theory, NEC, NFPA, and OSHA safety standards.
• Proficient in performing technical risk assessments for electrical utility systems and ensuring compliance with construction standards, codes, and policies, reviewing equipment installed for compatibility with existing controls and providing coordination with contractors during control check out and testing.
• Familiarity with the instrumentation and control system operation and maintenance includes programming, troubleshooting on Power Plant equipment instrumentation and controls.
• Working knowledge of environmental, health, and safety regulations related to electrical utilities.
• Ability to interpret and apply technical documents such as blueprints, schematics, work orders, and manuals.
• Effective communication and leadership skills for interacting with technical and non-technical personnel.
• Ability to work effectively in a fast-paced environment, managing multiple priorities and adjusting to changing operational demands.
• Must comply with OSHA 29 CFR 1910, including completion of Electrical Safety Training and CPR certification.
• Must pass an overseas medical screening and maintain good physical health.
• Must possess a valid driver’s license and be able to operate both manual and automatic transmission vehicles
