KAKAMEGA COUNTY PUBLIC SERVICE BOARD (KCPSB)

ESTABLISHMENT

The Kakamega County Public Service Board (KCPSB) is a body corporate with perpetual succession and a seal; it was established in June, 2013 in with the provisions of Article 235 of the Constitution of Kenya, 2010 and Section 57 of the County Governments Act, 2012 (Amendment 2020). It is mandated to establish and abolish offices, appoint and manage human resources, and enforce disciplinary control and ethical standards within the county public service. It consists of a Chairperson, Vice Chairperson, four (4) Board members and the Secretary/CEO, all appointed by the Governor after approval by the County Assembly.

BOARD COMMITTEES

In line with Section 23 of the Kakamega County Public Service Board Act 2017, the Board operates through four (4) committees, each comprising of three (3) Board members, one being the chairperson, and the secretariat. Each committee is responsible for specific core mandate (s) of the Board and they convene meetings at their own levels. Committee meetings generate reports with recommendations to the Board as agenda. Below are the Committees: -

1. Recruitment and Selection;

2. Advisory and Discipline;

3. Human Resource Audit, Compliance and Ethics; and

4. Finance and Administration.

MANDATE OF THE BOARD

The mandate of the Board is anchored under Article 235 of the Constitution of Kenya, 2010 and outlined in Section 59 of the County Governments Act, 2012 as follows:

1. Establish and abolish offices in the County Public Service;

2. Appoint persons to hold or act in offices of the County Public Service including in the

Boards of Cities and Urban Areas within the County and to confirm appointments;

1. Exercise disciplinary control over and remove persons holding or acting in those offices.

2. Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board;

3. Promote in the County Public Service the values and principles referred to in Articles 10 and 232;

4. Evaluate and report to the County Assembly on the extent to which the values and principles referred in Articles 10 and 232 are complied with in the County Public Service;

5. Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the County;

6. Advise County Government on implementation and monitoring of the National

Performance Management System in the County;

1. Advise the County Government on human resource management and development;

2. Make recommendations to the SRC, on behalf of the County Government on the remuneration, pensions and gratuities for County Public Service employees.

3. Implement the mandate as per Section 68 A, B, C, D and E of the County Governments (Amendment) Act,2020.

James Robert Wakungwi Sakwa, PMLS

Chairperson

PMLS. James Sakwa is a servant leader and has a wealth of experience spanning over thirty-two (32) years in both private and public sectors. He joined Kakamega County Public Service Board (CPSB) as the Chairperson in May, 2025 from Masinde Muliro University of Science and Technology (MMUST) where he served as the Principal Medical Laboratory Scientist and Clinical Instructor prior to his appointment. He holds a Bachelor’s Degree in Medical Laboratory Science. He has professional membership with the Association of Kenya Medical Laboratory Scientific Officers (AKMLSO), Association of Kenya Medical Laboratory Assessors (AKMLA), African Society for Laboratory Medicine (ASLM) and Laboratory Medicine Society of Kenya (LMSK). As the Chairperson of CPSB, he has provided strategic leadership and put in place mechanisms that ensures existing Governance Structures are efficiently and effectively implemented in realization of the Board’s mandate and Governor’s manifesto. He has been involved in the induction of newly appointed chief officers in the County Public Service among others. He is the 1st Vice President Federation of African Associations of Medical Laboratory Scientists (FAAMLS) Yaounde-Cameroon; an Assessor/Technical & Lead Assessor for WHO-AFRO, Kenya Accreditation Service (KENAS) and African Society for Laboratory Medicine (ASLM); Member examination and certification committee for Biosafety and Biosecurity for Africa CDC, Addis Ababa-Ethiopia; Director, Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB); Observer Technical Advisory Committee, Medical Tasting-International Accreditation Service (IAS) Carlifonia, USA; Chairman Board of Directors, MMUST Tech
